As most others who have commented here, I also agree to the thought that "social media strategy cannot be outsourced" is too much of a generalized sweeping statement.

Whoever can do this part, whether in house, whether local agency, or an outsourced agency, needs to have certain skills, certain understanding of the space, of the brand etc. Too often, you may actually find these resources to be better, at an outsourced agency, than your local one, or even in-house.

I presume there is a question of due diligence about who can do the best justice to your brand, but it is certainly not in terms of their location!

Of course, when we consider user engagement, we are now faced with owned media as well as earned media. While tracking your own engagement, viz your Facebook updates and comments thereon, are critical, there is the vast open social media space, which is your 'earned media' and which also needs to be tracked.
This is best done first with tools like SM2, Radian6 or similar, but thereafter, to make sense of the pile of data that comes in, there is a further need to hand filter it, tag it for category, understand the sentiment expressed, and in general, get useful insights and genuine business intelligence.
