I am aware of this case from my father, a retired FBI agent. Because of the Clinton/Reno imposed 'wall' between criminal divisions and intel divisions of the Bureau the agents could do nothing but listen (they were on an intel stakeout, calling the police would have been, under the rules at the time, illegal). As I understand it, the tapes did manage to get into the proper hands somehow so the animal could be taken down.
