The court also found that the State Ethics Commission's confidentiality requirement shielded the Commission from public scrutiny of their effectiveness, and prevented the public from holding them accountable for their performance. Who knows, maybe with a few more court decisions like this one, Pennsylvania might have a fully functional Ethics watchdog function.
