They are not drug tested, however they are fingerprinted, and a background screening is done to assure they have not committed any serious crimes in their past. I believe the FBI assists in the screening.

They have to record the second house too, but record it as for sale, vacant, seasonal or whatever the situation is on April 1. That's just part of doing the Census everywhere in the country. The fact you sent a form in for your other house is irrelevant. Whichever one you occupied will show a count, and the other will show as vacant.
