Reward the good behaviour.
Make him a chart with a few daily chores that you want him to do. Start with two or three for the first month and work your way up. Like picking up his dirty clothes and puting them in the laundry or making his bed. He needs to take responsibility for his actions and learn to follow instructions. By him doing the chore and him making the tick on the chart (himself) and you making a BIG deal about it, it can only get better.
