It is good to know that the subject of good governance is being pursued by the MEA. Unfortunately, this article is very heavy reading. The word governance is used in so many context without qualifications. Governance at the national, ministerial, departmental, organizational and project level have very different emphasis and importance. The World Bank governance index is at the national level. At the public sector level, the governance focus shift to the decision making process, good documentation and compliance with rules and procedures. At project level, it is really about project management.

I can understand the predicament of the writer as they are so many interrelated issues.

It is up to the various other stakeholders to hold the public sector accountable if we want to reduce corruption, reduce waste, incompetency, poor planning and so on. This includes the public account committee, "shadow cabinet," MPs in asking parliamentary questions, ADUNs, CSO, policy developers, researchers, and citizens at large. It has to be a concerted effort from many fronts facilitated by the AG's Report.

Most voters are affected by the "rational ignorance" effect. The issues are often too complex for them to invest time to understand, and hence they believe the propaganda. .
