The first step to entitlement reform is to eliminate the FICA and Medicare payroll taxes. If other taxes need to be increased to compensate then do it. But as long as Americans look at their pay stubs and see money taken out for these two items they feel that they should get their money back. Once these items are eliminated it will be easier to make changes since they are no longer "paying into the system."
