People people the republicans knew it was going to fail. The republicans used a special voting rule that required a 2/3 majority to pass rather than a 50% and they are the majority in the house. This was to rally social conservatives and give people like glen beck talking points

People who get a driving ticket should never be allowed to use lawnmowers, go karts, or bikes. People who get any drinking offense cannot go anywhere there is alcohol forever. People who get in fights can never watch UFC or buy boxing gloves. that's how much these laws make sense.

It doesn't matter, in a decade it will be legal. This vote just shows that something once thought to be set in stone, now has to be fought to be preserved. The fundies are on the defensive.
