As others have pointed out, the headlight angle adjustment is not the knob next to the headlight switch. It should be on the center stack above the HVAC controls, but it doesn't appear to be in the usual slot.

And yes, the adjustment is vacuum-actuated!

Jealous of that 5-speed...
