I'm the average "Citizen Joe", I do some prepping but not as much as I'd prefer. I on the other hand do have true survival skills as I was a Survival Instructor. Having survival skills don't make the situation any easier, they actually help by your ability to asses the surroundings first then make a decision of action. Anyone can do this, but most people panic and don't think clearly in emergency situations. The way you learn to think is to pay attention to details such as watching your mirrors while driving, know where cars are, watch for brake lights three to four cars in front. Paying attention to your surroundings, is a simple skill that can be applied every situation.

My BOB is a cheap $20.00 pack from Walmart. I have one in each vehicle. I'm not a hiker and don't intend on trekking across the USA. Each bag is set up for 2 people for 3 days. They're for emergency situations only. So my take on the Alice pack is no frame.

This website is for hikers. They have recipes that you just add water, cooking stoves, back packs and most of the stuff a person would use in a bug out situation. Best of all, they test it regularly because they hike regularly. Check it out.

I agree about the charity, maybe even barter a true "work for food" program. There would have to be strict rules. Trust would be difficult, however if you already have a trusted group, it would be easier to watch a few new people. Still it's a chance. For me, I would help as much as I can, because I don't believe we will be without, We will be restricted in our purchasing, but most people will accept the Government R.F.I.D. for food, healthcare and work, so they won't be lacking except in wanting more stuff.
