Ideally yes. It is best to have the artifacts visible and useable by the team, not hiding on someone's personal hard drive. Make them a part of team meetings and scrums.

Thanks Mark, I agree that poor project management often contributes or exacerbates failing projects. Put another way, a strong project manager will be able to navigate the team through rough waters and hopefully avoid the pitfalls altogether.
