I know your not arguing with me, but I'd like to add this.

By the time the Rescuers are onsite the folks that climb into $2 Wal-mart raft with $20 with of beer and 0 thought to safety most likely fall into the "recovery" category. There is not a lot of risk picking them off the rocks a few miles down stream, and they can do it at their convenience.

At that point, this makes as much sense as making suicide illegal, sure it's the law but it's tough to get the guy to sign the citation or show up in court.

No... it should read "With people and parents too ignorant to be aware of their own surroundings, and take responsibility for themselves, waterways prove deadly."

You don't need a law you need to THINK! This is not the states problem, it's your problem.

When you go into a river your first thought should be about safety, not "Well there isn't a law so I don't have to wear a life vest"

Washington has a good samaritan law that protects you, if you help someone well intentioned people are protected.
