Also, maturity is a matter of individual growth, not a government edict.  This idea of drawing a line  to categorize people as a group is only more government intrusion into our personal lives.  There are many people over 65 that do not need or wish  to retire, yet categorization of them as old makes it more difficult for them to keep moving.  Besides, the age of consent is not set in stone.  In Albania, for example, that age is 12.
