got the same problem once.
sync your ip4 with your pc or mac ,remove them from both the iphone and itunes and then sync again.
that worked for me

i noticed that too and that the notifications are working randomly ,push mail not working at all

here is an update:
i did a clean restore to 4.3.1 ,but did not jbreak , i noticed that:
1-the pop up window saying 'phone activated' did not show up
2- the "congrats your phone is now unlocked" message did not show either.
3-push mail aint working
4-some notification apps work but not all the time .
5-tried the ipush_ test app from the appstore and it seems to work randomly ie some notifications are delayed ,while others are not "coming " at all
6-other people are in the same case .
7-this might be a server side troubleshooting.
at last ,i'm pretty sure that it is not a redsnow that breaks something when jbreaking!!!!
