Yes, it does mean that. This is not in the Constitution it is in the Geneva Convention. The UNITED STATES CONSTITUTION IS FOR US CITIZENS NOT BELLIGERENT COMBATANTS OF A FOREIGN COUNTRY.

Even during our revolution were POW's held until paroled.

I have been debating the term limits idea in my head and though I Constitutionally disagree with term limits, because the term limit IS the voters that vote them in or out of office, at this moment in time I have to agree with them because I have lost confidence and faith in the voters. We are voting party lines and though I am guilty of the same, there wasn't much choice in this election.

We the people of the United States need to "Unite" and come up with a party based on the Constitution and our values. The Democrats have gone to modern liberalism and socialism and the Republicans aren't too far behind them, they are NOT conservatives anymore.

People are led to believe that Communism and Fascism are on opposite sides of the political spectrum, but I would say they are down the same road and we are well on our way towards one of them.
