The answer to the "increased use" dilemma may be slightly more complex than Bill Bennett wants to reckon with. __Legalization of cannabis would bring with it de facto legalization of MODERATE-USE devices (such as most vaporizers,or a flexible-drawtube one-hitter with 25-mg dose capacity)-- currently banned, with the result that children are lured into using EASIER-TO-HIDE 500-mg joints. Thus legalization could lower quantity of use even while greatly increasing number of users! (And it is possible to vaporize rather than "smoke" with a one-hitter, thus avoiding the drug cocktail of carbon monoxide and combustion toxins which is a joint.)__Can't agree with your emphasis on alcohol as biggest drug problem when tobacco ($igarettes) accounts for 6,000,000 deaths a year compared to 2,500,000 for alcohol according to D. Bettcher at WHO (May 30, 2011). Relevance: the practice of mixing cannabis with tobacco, endemic in Europe and represented here by the cigar-skin "blunt", is probably a major factor in producing health harm and character damage conveniently attributed to cannabis
