This has been a "plan " since early in the 1990's. Mainly Republican.The Dems hate it.One of my family members was given a fund ($2,500) ,before taxes that could only be used for doctor bills and medicine.This was done by her employer,who then paid for catastrophic coverage.At the end of the year any unused money could be rolled over for the next year. It is a great idea . It allowed her to ask for and compare prices and costs of procedures,so she could shop around for the best use of the money. Of course one would not shop around in an emergency ,but eventurally prices would come down. I doubt if my doctor could tell me how much it costs for him to check my Blood Pressure.
