You need to factor in that Mukilteo is broke. Even if they had plans in place to deal with the issues last year, they have no money to replace equipment or probably to even buy new tapes. I am betting the poor admin being blamed has had to use the same tapes 5 or 6 times now. People do not understand that each time you reuse a tape, the data integrity drops by as much as 20%. They may have thought they had full backup only to load the tapes and find that they were unreadable.

The deaths have been in a stretch of road about 4 miles long. It is an issue of no pedestrian overpasses, a stretch of 99 that has few lights for people to cross at, and people unwilling to walk a block or two out of their way to cross a busy highway. I routinely see people running across the highway 100 feet or less from an intersection with a light.

And I am sure that the state does not ask any of its employees to work any uncompensated time and that they never need to use their phone or computers at home for work business. In the modern world you need to look at if and how the job is done, not at the time of day that it is done.
