Why should Rangel resign? He now sits in the seat that was once occupied by Adam Clayton Powell, who had many of the same problems as old Charlie. Powell was voted out of the house by the whole house for his infractions, but being the true Demoncrap, he just put his name on the replacement ballot and the good folks of Harlem voted him back in office. The House then refused to seat him and the rest is history. My memory is not sure if Charlie was his replacement or if there was someone in between.
