if it were up to me, i would dump LM bring the people over to my current facilities (especially at places that conduct pilot training). Set up a desk in a corner facing a window, close to a door, put two or three people on xxhour rotations, have them man asos's where they could. On that desk i would have a Motorola, AIS, FDIO, and a PC with a few screens, and a big phone with lots of lines, shout lines ect., Let the existing manager do the schedule and leaves. Hey lets get really crazy with it, start trying to work them into the rest of the facility for check out and add it your picture of a well rounded weather centric ATCS who owns the weather instead of being ruled by it, and then who knows what would happen? cats and dogs playing together. whatever lets keep beating up weather and the people who make it happen for the rest of us.
You have to wonder how easy it is for Ms Brown and company to sit on-high, never getting her hands dirty from the day to day operation, sitting back nice and comfortable in her office and working the phone, just waiting for the next accident or problem. I think how difficult it must be for her, selecting boiler plate responses, with the most challanging part of the job being matching the current situation to the past agency response, which is why we are still #214.
