the fact that they mention this as joke indicates that they have been talking about it but since it is a joke they came to the conclusion that this is not something they are planning to do.

If they had not talked about it and it's consequences --or-- are really planning to do something, they would not have been laughing. So the only thing giving away by the joking question here is that what they say they are doing is really the truth.

Unfortunately, Gadaffi can sleep now a bit better.
