I had been told by a friend that was the case in California, but actually each district is different. I can't comment on the school district your friends teach in but the CTA helps negotiate generous contracts for California teachers. BTW, the CTA is the largest lobbying group in California.

If you review some of the contracts online you will find that there is usually either an 8 hour maximum (including prep time and lunch) or a maximum number of hours of teaching (usually like 4 hours).
