being 100% disabled from Vietnam, I fully agree with Mr. Gates.,the big problem at VA RATING is that they can't function with out the help of the Rep. like DAV, VVA, etc. It time to change thing at the VA, and maybe it time to Out Source this part of VA, to the Attorneys, you would have a lot of lifer at VA retireing real quict. and claims getting done done, not like me ave-3-4 year dan
