You seem to have missed the point. The research is paid for, by and large with tax dollars. The researchers write the papers, review their colleagues papers, and pay publication fees to a publisher. The publisher then sells the article back to the public and to other researchers. The publishers are FOR PROFIT. There are publication models (e.g., Public Library of Science, PLoS) that circumvent the BS model and make research widely available to everyone. Including the public, which paid for the research to begin with. This makes science work better and move faster.

There are already open access options. For example, Public Library of Science (PLoS). It is well worth paying a bit more upfront to make research accessible to everyone with an internet connection. Researchers could, and should chose to publish in open access journals so the jerk publishing companies like Elsevier would be out of business.
