We already have the rules to make that happen. How about if the city tries to objectively and regularly enforce the rules already on the books before making penalties more onerous?

Maybe it's time to take a page from the Patrick Murphy play book and follow PLAN-Boulder member dog owners around with a video camera. Make sure their dogs are always on leash when they're supposed to be. Make sure they pick up their dogs' poops, etc. etc.

OSMP and the city cannot objectively apply their current rules. Adding new rules won't change the situation especially when there are no rangers to enforce them.
