Now that Mercy is doing the Cancer Center on their own PCI shouldn't need to have a Cancer area in their mall and that should take away enough of the needed space so that a skywalk would be sufficient. City should pay to put it up for them as incentive, I should hope everyone would recognize a million or more of the taxpayer dollars for a skywalk is a lot cheaper than $20 million plus of taxpayer dollars to redo streets and everything else that would be required by closing 2nd Avenue for two blocks.
