The US forces can not move until directions from the WH are received. Right now Obama is hiding behind Hillary's skirt. Obama's priority is not to look too agressive towards those worshipers of the religion of peace (ISLAM). Think about it, these terrorists (creators of man made disasters) are black Muslims. Obama will act cautiously to ensure the religion of peace believers are not offended in any way.
