Your claim that "the IRS cost .25 cents for every dollar that they bring in from our tax revenue" is laughable (unless your text is interpreted literally as one quarter of a cent for every dollar, which may be closer to the truth). I believe your misconception might have come from an argument against a proposal to use collection agencies to collect owed taxes.

I did not state that the rich in this country have a better tax rate.

Anyway, you almost got to the part of the article that indicites one measure by which our economy has improved:

"The government said Thursday that the nation's unemployment rolls fell for the first time in 20 weeks. The Labor Department said the number of people filing for jobless benefits dropped by 15,000 to 6.7 million."
