I'll start by saying I'm white. I'm a mutt, but by today's standards, white.
In 1969 I worker in a residential treatment center for PINS children.
With one exception it was all black. (african-American)
The children (up to 17 yrs.) called each other "nigga"
I asked what it meant to them and they said it meant a low-class person.
By that definition, Waters is a low class person.
