1. The US Congress is unlikely to introduce a bill to set Congressional Term Limits.
2. As an alternative, a Constitutional Convention may be called by two-thirds of the legislatures of the States. This amendment would then be sent to the states to be approved by three-fourth of the legislatures or conventions. This method of amending the US Constitution has never been used.

Draft - Amendment 28 - Congressional Term Limits
1. No person shall be elected to the United States Congress more than twice, and no person who has held office in the Senate or House of Representatives, for more than two years of a term to which some other person was elected shall be elected to the office more than once. But this Article shall not apply to any person holding office, when this Article was proposed, and shall not prevent any person who may be holding office during the term within which this Article becomes operative from holding the office during the remainder of such term.
2. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.
