why does it take 15 years for the bill to take effect ? when an average laying hen lives for about 2 to 3 years ,thats billions of hens still crammed in cages for many years , it sould take place in less than 5 years !!!!

27 bucks would be resonable if you would get rid of the offsite stormwater management fee, harbor fund fee, the bathtub fee , etc etc, im almost to the point of saving the water off my roof to drink,and bathe in !!!!
