Look halfway down the page to see the differences. I'm assuming that most people they define as religious are also conservative, which may or may not be accurate. Ann Coulter's statement had to do with Christians, which would more likely be coined as the "religious people" with regard to this data. If only people would do their homework before they opened their mouths...

It's extremely difficult to teach a kid who refuses to learn, to behave, and who's parents refuse to discipline him, no matter how hard you try. When parents undermine the authority of both the schools and the teachers it makes it even more difficult. Lastly, our culture values ideals such as drug-dealing, having sex, and making easy money far more than it values education and THIS is what is fed into the minds of students who might otherwise want to learn. Until you are part of the solution you are part of the problem.

It's not so much that our education system is broken, and I do admit that in many ways it is, but our culture is broken even more. Find a qualified and caring person that actually wants to teach in this day and age and you have found a saint as pure as daylight. Part of the problem is just that: people blaming the school system and looking for a savior in the government.
