I've had my problems with Gartner... but I do agree with them that measuring market effectiveness and sales is important for making a long-term decision on a technology partner.
A robust company with good margins and an effective sales team will likely be around in 3 years.
I'd prefer it if Gartner critiqued the company's business model as opposed to market presence... a small company with a good business model will likely be around longer than a mid-sized company with a mediocre business model. Especially if the mid-sized firm is growing too fast to gain "market presence"...

I think I agree with Whit...
Determining "relevance" for an unknown, anonymous user is very difficult. If you gathered browse history info on them -- which many users hate -- you could make it slightly better... but that's more for internal than external users.
When I go to a store, the store will present the most profitable milk to me at eyeball level.
When I search for "milk," I expect the most "relevant" results will likewise be the most profitable for the company.
If you want a bargain, or find the most "milky" milk, you'll have to put in some effort... just like real life.
