If they have the same 18 inspectors they'll get to know repeat offenders who they can trespass from the Trimet system either temporarily or permanently, and if they violate that trespass then they can be arrested.

I was at Crater Lake 2 weeks ago, so many people walking out close to the edges of the undercut snowbanks that we left that particular viewpoint, too worried we'd see someone plummet to their death.
