I got it from these sentences in the article....."But before you start wondering why money is being spent to build things like charging stations in this type of economy,lawmakers want you to know the big picture." ...Merkley also says, "We're trying to do a series of stations along the I-5 corridor- those will be completed later this year"......By his use of the word "we're," I doubt Merkley is paying for those himself.
