Did you mark that in pwntool that you have a contract that will let you activate? If no, you need to unlock your phone.

You still need to unlock. Follow the instruction of how to unlock after the jailbreak.

Did you use Ver. 3.1.3 of PwnageTool?
This is the wrong file. The file for the 3GS is ...2,1...
Best way to get is when you connect our iphone and iTunes asks about the update pick "Download Only" The file will be in: ~/Library/iTunes/iPhone Software Updates
