-Last chance, Ian Burke was not following training or procedures according to the report put out by SPD, this was the reason given for firing him.

-Also, if he had followed training and procedures, Mr. Williams would still be alive.

-Finally, if this section was changed then misconduct like Mr. Burke's could be prosecuted or at least have a chance in civil court.

First, a closed pocket knife is hardly armed, and second, Ian Burke was fired from SPD for not following procedures and training; like the 10' Rule and the fact that it was only seven seconds from Ian's first command to the deadly shots being fired.
