That's just a polite way of criticising a delay by not explicitly endorsing. To accurately reflect their view, you should have quoted the following sentence: "WHO’s recommendation at present is that the interval between doses may be extended up to 42 days (6 weeks), on the basis of currently available clinical trial data."

Indeed. And surround it with a lot of pseudo intellectual waffle so the unwary think there is a coherent argument. This might be the worst example:

Er, no. Council Tax is to pay for local services. The amount of money to be raised in each authority will be the same irrespective of the tax system used, so the differences would be among residents of each council area. 'Adjustments' by central government to local authority funding are a separate matter.

East Asian countries do indeed need to be understood. The biggest factor is probably general health; the obesity rate in Japan is c4%, in the UK it is nearly 30%. Obesity is a driver of the co-morbidities (diabetes, heart disease, high blood pressure, liver and kidney disease) that make dying from Covid19 at least 20 times more likely. These countries have also mostly imposed stricter border controls that has limited spread from abroad (Taiwan has been the most successful in this respect).

Neil Ferguson deserves all the muck that is thrown at him. Not only the hypocrisy of breaking the rules he campaigned for, but his models were faulty and even with the recent surge in deaths are still massively exaggerated.

Sexist, racist and ageist nonsense which the author will get away with because his discriminations are of the politically correct variety.

There's no evidence presented that councils with higher councillor allowances perform better. MPs are paid a lot more in real terms than 30 years ago and there's no evidence the quality has improved.
