I would need more details but with the limited information. I would have to say the person calling out the names should have to do the 20 hours of community services; one of the first rules of public speaking wait for the applause to cease before continuing your speech.

I thought this was a joint project? When the actions of others could put themselves or the public at risk shouldn't the State workers say something? Unless they were in on the drinking also, makes me wonder....
