The Rez was constructed in 1955 and may have destroyed natural habitat. Almost 60 years later we are imposing a temporary restriction on dogs off leash. I think it's the least we can do.

Why don't we adopt the same policy, heck we could hand out tickets and generate enough revenue to quit arguing about the speed/traffic light cameras.

I do agree that occupying your time with worthwhile activities curbs your free time (and desire) to "get into fights on the hill"....but not everyone has the resources necessary to pursue skiing, climbing and camping.
