That's not true. The constitution gives the congress the power to declare war, but it doesn't limit what they or the president can actually do at that point. We can go to war for any reason.

Don't agree with Thay_Live but this is a huge lie in our culture today. Women can get just as turned on by ripped, topless guys as men do topless girls. It's just that we're used to it now. In the past, modest men did not go into public without a shirt. But the de-sexualization of women over the years, and that fact that most American guys are lard-asses, has obscured this.

Why not encourage emigration? They could pay people to set their families up in foreign countries, or at least the border regions. (like Xinjiang and Tibet) As much as we hate the idea of Chinese colonizing the world, that's what will end up happening anyway.
