The perceived sensationalism of the report, which was greatly promoted by WAVY, seems to have also fallen short of it's goal since the same day this report was published, if you happened to be on the Western Freeway (Route 164), midday, you would have seen a Commonwealth Railway trainset moving along the trackage in the median, heading west. This trainset consisted of two locomotives and several dozen container cars. So, in reality, the system IS being utilized as the upgraded plans had envisioned.

At a time when all cities are reducing services while raising taxes in order to stem the tide of fiscal irresponsibility, instances like this continue to exacerbate an already intolerable condition. Case in point: Bell, CA with the local city officials raking in insane salaries while doing little or nothing for the residents of the area. I say prosecute the individuals responsible for the Norfolk debacle and demand repayment of the funds stolen from the taxpayers. Further, take the repaid dollars and eliminate the entrance fee (recently imposed at Nauticus) for the Maritime Center visitors to once again be able to enjoy the battleship Wisconsin at no charge.
