Not sure of why you got a thumbs down, I agree. Gangs make their money from drugs and prostitution. Charging everyone associated with the gang would also help like they did in Tacoma a while back.

This stuff is available to civilians. Search for 7B or PVS14 night vision goggles on google. Hell you can go buy generation 3 thermal scopes for your rifle from Cabelas down the street ($9,000). The PAQ-4 laser I could not find but there are civilian equivalent for sale.
