He would still be driving regardless whether he had a drivers' license or not.
He's here illegally. Would he really be concerned that he was driving illegally(without driver's license)?

Sure, Todd! I'll pay for my plate and tags. I can afford the $10-$20 fee.
But, when I do, expect that i'm taking the whole lane since it would be by law that I can.

Let's implement plates and tags and allow the bicycles on the roads everywhere, then Todd will be happy!
