If I had to guess though, they wanted it set to Quest Points because you can't bot your way into QP, and even Jagex knows that its just too easy still to bot yourself a few million XP in a short period of time.

I hate to say it, but until a better method is devised, QP is the only way to go. (Hmm... # of Successful Randoms.. the more, the higher level?? Nah... why give randoms a reason to exist.)
