If the owning alliance isn't there, then the bleed would happen whether the other group came in or if no one entered the system for a year.

But to anser your question directly, if fleeted, it only counts towards one entity. If not fleeted, then it's all being split up to where even the owners won't want their friends around for too long. If suddenly you had the option to "contest" it would be pretty tempting if they didn't expect it.
And as I said, your not going to change the human nature of coallition's and the many vs few equation. However, with the fact that the many would have to stick around afterward to keep...it still starts making it impractical for them to go about and constantly maintain such a thing. Thus making space that smaller entities could move into and fight amongst themselves over it. But the fact of the matter is, friends are always going to be the trump card. I don't think you'll ever get rid of that. This just helps make it a bit more impractical for large bloc's to hold swaths of space unending. Thanks for the reply!

The sway that your mentioning would only be temporary in most cases. As this would only be short termed activity unless your coallition buddies moved into the system as well. At which time, they would be counting towards their own and removing from the owners. AND not neccessarily helping the people trying to take over the system (would again, have to remain in fleet the entire time). Assuming they don't activly try to contest, this won't be an issue with systems that have an IHUB installed as long as the owning corp/alliance maintains some amount of presence there.

Averageing would be needed for the sake of activity and what not. Maybe even a "cap" on the max that it can go up or down at any one time?

As for the fights, I'll throw this out there first. It's been awhile since I been involved in any sort of engagment like this. But the way I was used to doing it, you would still form fleets up, and these fleets would count to whomever was Boss of the fleet (under my system suggestion above). Therefore a united front would be able to apply this to great effect.
