In the U.S. Air Force Security Police, we were always told in our briefings that "the right to self defense is never denied."
According to what I have heard the ships can be armed; however, the "arms" cannot be in sight while in port. That would be no problem since they could be secured upon arrival in port. Each multi-million dollar ransom that is paid only encourages more hijackings and the cost winds up getting passed on to the consumer.
The insurance company or the shipping company could spend a fraction of the millions to arm & train their crews. They could also adopt their version of "The Castle Doctrine" and call it "The Ship Doctrine." If you board our vessel without being invited aboard, you're dead (end of story).

There are several things that can be done to stop or severally reduce the piracy going on; however, it appears the shipping companies, their insurers, and the rest of the world would rather pay the ransom instead of stopping them. Providing security for the ships would "cost money." I think it must be cheaper to pay the ransom and hope that none of the crew members get killed in the process.
We also need to take into account the poor pirates being afraid of aircraft flying over scaring them. It would be great if a few of those aircraft were AC 130 Spector Gunships then they would not be afraid anymore. They too would become room temperature.
