Ok this is the thing, James did the right thing here just went about it in a wrong way however as a former Hill staffer I know that offices will turn off their phones or shut down all lines but two if the calls get to be too many. That Landrieu took that money and her constituents didn't want it and were calling so furiously her staff shut the phones down to a line or two doesn't surprise me. If they shut them off compeltely well...dioesn't shock me eitehr. Thats normal for a staff in times like this.
