This is old news and was true over 15 years ago. And it's no mystery. No lame-ass psycho-bable or socio-economic gymnastic analysis is needed. The phenomena is quite simple, and has been confirmed on a number of occaisions. What happens is that a few tainted bills get into the bill counting machines at banks and at businesses that handle lots of cash resulting in hundreds or even thousands of bills being contaminated by just a few in the counting batch, the the immediate batches thereafter.

Police used to be called "Peace Officers".
Now they are called "Law Enforcement Officers".
That in itself makes all the difference in the world between "Us" and "Them"
Furthermore, the "Law Enforcement Officers" are being militarized, which makes things even worse.
