Having not read all the posts here, forgive if I reitterate what has already been posted.
Here is my partial pithy list...
1: Pass the "Read the Bills" act, Force Congress to remain in session each day until every word of any proposed bill is read, in it's entirety... The Constitution established our "More Perfect Union"... Our entire form of Government... In a Mere 4400 words, so, no bills introduced or laws enacted, including related spending, should ever exceed 4400 words.
"The wordier the law, the more corrupt it's intent".

2: Pass the "Enumerated Powers" Act which will require the person proposing a bill to show, in writing, how the bill is in direct accordance with the Constitution.

3: Pass the "One Item at a Time" Act which would prohibit any bill that previously failed from being placed upon another bill as a "rider".

4: Repeal the sixteenth Amendment. Let those who toil for their bounty keep it. Force the Federal Government to live as the rest of us must... WITHIN OUR MEANS.
